3. 项目背景Project background
东莞滨海湾新区由交椅湾、沙角半岛和威远岛三大板块组成，规划面积84.1平方公里，位于粤港澳大湾区珠江口城市群东岸和西岸交汇处，毗邻港澳，紧连穗深，与前海、南沙等国家自贸区紧密连接，是东莞市对外开放的重要窗口，将打造成为东莞“未来城市”形象的标杆地区，全力争取纳入国家更高发展平台，以国际一流标准规划建设“一廊两轴三板块”。
Dongguan Binhaiwan New District is composed of three major sections: Jiaoyiwan, Shajiao Peninsula and Weiyuan Island, with a planned area of 84.1 square kilometers. It is located at the intersection of the east and west banks of the Pearl River estuary urban cluster in the Guangdong-Hong Kong-Macao Greater Bay Area, adjacent to Hong Kong and Macau, and close to Guangzhou, Shenzhen, closely connected with national free trade zones of Qianhai and Nansha. It is an important window for Dongguan to open to the outside world. It will become a benchmark area for Dongguan’s "Future City" image, and strive to be included in the higher development platform of the country and construct the "One Corridor, Two Axes and Three Sectors" with international first-class standards.
根据东莞市委市政府和滨海湾新区管委会“高标准规划、高品质建设、高效能管理”的总体要求，为将东湾大道跨太平水道桥（暂定名）打造国际一流、湾区领先、独具魅力的滨海湾新区标志性桥梁建筑，形成新区特有的景观文化，新区管委会决定开展“东湾大道跨太平水道桥（暂定名）”方案设计国际竞赛。
In accordance with the overall requirements of the Dongguan Municipal Party Committee and Municipal Government and Binhaiwan New District Management Committee: "High-standard Planning, High-quality Construction, and High-efficiency Management", for the purpose to build Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue, Binhaiwan new district as a world-class uniquely charming landmark bridge building in Binhaiwan New District, and form the unique landscape culture of the new district, the New District Management Committee decided to launch the International Competition for schematic design of Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue, Binhaiwan New District, Dongguan.
二、 主要工作任务（最终要求以《竞赛技术文件》为准）
II. Main design tasks (the final requirements are subject to the “Technical documents of Competition ")
本次国际竞赛设计包括两个层次：
This international competition includes two phases.
第一层次：东湾大道跨太平水道桥（暂定名）概念方案设计。东湾大道跨太平水道桥（暂定名）处于新区规划内湾以及滨海景观长廊的重要节点位置，上跨太平水道入海口，是联系滨海湾新区威远岛板块与沙角半岛板块的重要通道，是新区“三纵六横”布局的标志性节点工程，将以国际一流水准设计，打造成为展现湾区城市魅力、“未来城市形象”的城市地标。
Phase I: Conceptual design of Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue. The Cross Taiping Waterway Bridge (tentative name)，Dongwan Avenue， is located at the important node of the planned inner bay and coastal landscape corridor in the new district. It crosses the mouth of the Cross Taiping Waterway and is an important passage connecting the Weiyuan Island and the Shajiao Peninsula in the Binhaiwan new district. It is a landmark node project of the “Three Vertical and Six Horizontal” layouts of the new district. It will be designed with world-class standards and become a city landmark that shows the charm of the bay area cities and the “Image of the future city”.
第二层次：东湾大道跨太平水道桥（暂定名）深化设计。
Phase II: Design development of Cross Taiping Waterway Bridge (tentative name) , Dongwan Avenue.
东湾大道跨太平水道桥（暂定名）深化设计。在竞赛概念方案设计成果的基础上，吸取其他设计方案的优点，结合专家评审意见、组织主办单位要求和相关部门意见进行方案整合、优化调整和深化设计，最终完成以下工作：
Design development of Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue. Integrate the schemes on the basis of the design deliverables of the conceptual design of the competition, absorb the advantages of other design schemes, combine the expert review opinions, the requirements of the organizer and the opinions of relevant departments, optimize adjustments and design development, and finally complete the following tasks:
（1）完成东湾大道跨太平水道桥（暂定名）项目建议书和工程可行性研究报告；
Complete the project proposal and engineering feasibility study report of Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue;
（2）完成东湾大道跨太平水道桥（暂定名）深化设计，成果参照《市政公用工程设计文件编制深度规定（2013年版）》中桥梁工程初步设计编制深度；
Complete the design development of Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue and reach the preliminary design depth of the bridge project required in Provisions on the Depth of Municipal Public Works Design Documents (2013 Edition)；
（3）需配合组织主办单位的方案汇报、公众参与、宣传、评选奖项等相关工作，提供相关的设计资料和技术支持；并负责向下一阶段施工图设计单位进行设计交底，并负责对施工图设计是否符合原方案的设计意图进行技术把关；后期在东湾大道跨太平水道桥（暂定名）的实施过程中，根据甲方工作需要，需派遣技术人员提供及时服务。
Cooperate with the organizer’s project report, public participation, publicity, award selection and other related work, provide relevant design materials and technical support; and be responsible for the handover of design to the next stage construction unit, and check whether the construction drawing design is carried out in accordance with the design intent of the original scheme; in the later implementation of the Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue, according to Party A’s work needs, dispatch technical personnel to provide timely services.

三、 竞赛内容和规则
III. Content and rules of competition
本次竞赛面向全球进行，境内外符合参赛资质要求的设计单位（具体资质要求详见第五条：参赛资格要求），均可参与。本次国际竞赛设计包括两个层次：第一层次为东湾大道跨太平水道桥（暂定名）概念方案设计。第二层次为东湾大道跨太平水道桥（暂定名）深化设计。
The competition is open to the world. The design units from home and abroad that meets the qualification requirements of the competition can participate (for the qualification requirements, please refer Article V: Qualification requirements of the competition. The competition is divided into two phases: Phase I, Conceptual design of the Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue. Phase II, Design development of Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue.
1.第一层次——东湾大道跨太平水道桥（暂定名）概念方案设计
Phase I, Conceptual design of the Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue.
（1）本次竞赛接受境内外设计单位的参赛申请，参赛申请文件经审核符合参赛资格要求的均可参赛，参赛单位按后续发布的竞赛技术文件要求开展设计，并提交正式设计成果文件，每家可报不超过2个设计方案。
The competition accepts application from domestic and overseas Participating units. Participants who meet the eligibility requirements can participate after reviewing the application documents. The design units will carry out design according to the requirements of the Competition Technical Documents published subsequently and submit the formal design deliverables. Each company can submit no more than 2 design schemes.
（2）方案评审委员会对参赛单位所报送的设计方案根据《竞赛技术文件》从开放性、科学性和务实性等因素进行综合评价，通过记名投票的方式确定参赛单位的排名，同一家参赛单位的两个设计方案取排名靠前方案为参赛单位的最终排名，并依此评选出前六名优胜方案单位，其中第一名的参赛方案为本次竞赛的中选方案，其设计单位为中选单位。中选单位将承担后续方案整合、深化设计工作。若第一名中选单位放弃中选，竞赛组织主办单位可选择按排名顺序由第二名参赛单位作为中选单位进行深化设计（以此类推）或中选单位空缺。放弃深化设计的单位，不另设补偿奖金。
The evaluation committee will comprehensively evaluate the submitted design schemes from inclusive, scientific and practical perspectives according to the " Technical documents of Competition " and determine the ranking of the competition units by means of registered voting. If one participant submits two design schemes, the better-ranked scheme of the two schemes shall be selected as the final ranking of the participating units, which the top six schemes will be determined as the winning schemes. The No. 1 ranked scheme and it’s design unit will be the selected scheme and the selected unit for this competition. The selected unit needs to complete the subsequent scheme integration, optimization and adjustment. If the No. 1 selected unit waives the selection, the competition organizer can choose the No. 2 unit in the order of ranking, which will be the selected unit for further design (and so on) or the selected unit will be vacant. Units that waives the design development will not be compensated separately.
2.第二层次——东湾大道跨太平水道桥（暂定名）深化设计
Phase II, Design development of the Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue.
中选单位在竞赛概念方案设计成果的基础上，吸取其他设计方案的优点，结合专家评审意见、组织主办单位要求和相关部门意见进行方案整合、优化调整和深化设计，最终完成以下工作：
On the basis of the design deliverables of the conceptual scheme competition, the selected units shall absorb the advantages of other participating schemes and, according to the opinions of experts, competition organizers, competition operator and related departments, integrate and refine the competition design schemes for the followings:
（1）完成东湾大道跨太平水道桥（暂定名）项目建议书和工程可行性研究报告；
Complete the project proposal and engineering feasibility study report of Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue;
（2）完成东湾大道跨太平水道桥（暂定名）深化设计，成果参照《市政公用工程设计文件编制深度规定（2013年版）》中要求的桥梁工程初步设计编制深度；
Completed the design development of Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue and refer the preliminary design depth of the bridge project required in Provisions of Document Preparation Depth on the Preliminary Design of Municipal Project (2013 Edition)
（3）需配合组织主办单位的方案汇报、公众参与、宣传、评选奖项等相关工作，提供相关的设计资料和技术支持；并负责向下一阶段施工图设计单位进行设计交底，并负责对施工图设计是否符合原方案的设计意图进行技术把关；后期在东湾大道跨太平水道桥（暂定名）的实施过程中，根据甲方工作需要，需派遣技术人员提供及时服务。
It is necessary to cooperate with the organizer’s project report, public participation, publicity, award selection and other related work, provide relevant design materials and technical support; and be responsible for the design handover to the next stage construction unit, and be responsible to check whether the construction drawing Technical are in accordance with the design intent of the original scheme, in the later implementation of Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue, according to Party A's needs, dispatch technical personnel to provide timely services.
四、 资格要求
IV. Qualification Requirement
（1）所有设计单位必须具有经合法注册并在有效期内的营业执照或开业证明；中国境内注册的设计单位必须具有独立法人资格。有以下关系的设计单位，不得同时参赛：①法定代表人为同一个人的两个及两个以上法人；②母公司、全资子公司及其控股公司。
All design units must have a legally registered business license or certificate of business opening within the validity period; design units registered in China must be independent legal entity. Design units that have the following relationships may not participate at the same time:  The legal representatives of two or more legal entities are of the same person; The parent company, wholly owned subsidiary and its holding company.
（2）资质：①中国内地设计单位必须具备工程设计综合甲级资质或市政行业设计甲级资质或市政行业（桥梁工程及道路工程）专业设计甲级资质；
Qualification: design unit registered in China must hold the Comprehensive Class-A engineering design qualification, Class-A civil engineering design qualification or Class-A civil engineering design (bridge and road construction) qualification.
②中国境外（包括国外及港澳台地区）设计单位须在国际上有较高知名度，资质不限，要求持有外商投资企业批准证书或台港澳侨投资企业批准证书（如没有以上证书的，需提供公司注册登记证明(非中文的需翻译为中文)）；
Design units outside of China (including foreign countries and Hong Kong, Macao and Taiwan) must be well-known in the international area, qualifications not required. It is required to have a foreign-invested enterprise approval certificate or a Taiwan-Hong Kong-Macao overseas-Chinese invested enterprise approval certificate (if there is no such certificate, company registration certificate is required (non-Chinese needs to be translated into Chinese);
（3）参赛单位须具有近五年内（2016年1月至今）总造价不小于一亿元，或者主跨跨径不小于150m的桥梁设计项目。
Participating units must have a bridge design project with a total construction cost of not less than RMB100 million or a main span of not less than 150 meters in the past five years (from January 2016 to present).
（4）拟派项目主创设计师须具备（路桥或桥梁工程）专业正高级或同等级及以上职称（境外主创设计师需具备同等资格），并须具有近五年内（2016年1月至今）总造价不小于一亿元，或者主跨跨径不小于150m的桥梁设计项目经验。
The proposed chief designer of the project shall have the professional title of senior or above (overseas chief creative designer shall have the equivalent qualification), and landscape bridge design projects with a total cost of no less than RMB100 million or with a main span not less than 150 meters in the past five years (from January 2016 up to now).
（5）参赛单位须具有良好的社会信誉，没有处于被责令停业、财产被接管、冻结、破产和重组等状态。
Participants should have good reputation of integrity and not be undergoing suspension, asset receivership, freezing, bankruptcy or restructuring.
（6）本次竞赛接受联合体形式参赛，组成联合体后需满足上述要求，联合体成员不超过3家单位。联合体参赛时须提交联合体协议，并在协议中明确联合体的主体单位。联合体各成员签订《联合体协议书》后，不得再以自己名义单独参赛，也不得组成新的联合体或参与其他联合体，否则参赛资格无效。
This competition accepts participation in form of consortium; the formed consortium shall meet above requirements with no more than 3units. The consortium must submit a consortium agreement, and the main unit of the consortium should be defined in the agreement. After the members of the consortium have signed the Consortium Agreement, they can no longer participate in its own name, nor can they form a new consortium or participate in other consortium, otherwise their qualifications of participation will be disqualified.
（7）本次竞赛活动面向全球进行，中选单位须具备工程设计综合甲级资质或市政行业设计甲级资质或市政行业（桥梁工程及道路工程）专业设计甲级资质，并在全国投资项目在线审批监管平台备案，不具备国内相应资质的国外设计单位和不满足备案要求的设计单位需与国内符合要求的单位联合方可参与后续深化设计工作。
This competition is open to the world, and the selected unit must have a comprehensive Class-A qualification for engineering design or Class-A qualification for municipal industry design or Class-A qualification for municipal (bridge engineering and road engineering) design, and register in the national investment project online approval and supervision platform. Foreign design units that do not have the corresponding domestic qualifications and those that do not meet the registration requirements need to cooperate with domestic units that meet the requirements to participate in the subsequent design development.

六、 相关费用

经专家评审委员会评审排名前六名的参赛单位，可分别按名次获得相应奖金：
The top-six participants determined by the evaluation committee will be awarded corresponding prize according to the ranking:
第二名奖金为人民币捌拾万元整（小写￥800,000.00元）；
No.2 Prize: RMB eight hundred thousand (￥800,000.00);
第三名奖金为人民币陆拾万元整（小写￥600,000.00元）；
No.3 Prize: RMB six hundred thousand (￥600,000.00);
第四、五、六名奖金为人民币叁拾万元整（小写￥300,000.00元）；
Prize for No. 4, 5 and 6 are RMB 30,000.00 (￥300,000.00);
中选单位将获得后续深化设计任务，深化整合费用人民币壹仟贰佰万元整（小写￥12,000,000.00元），不再获得竞赛阶段奖金。深化整合费用另行按签订的设计合同约定支付。
The selected unit will receive the follow-up design development task, and the development integration cost will be RMB twelve million (￥12,000,000.00), and there will be no additional competition prize. The development integration fee shall be paid separately in accordance with the signed design contract.
注：Note:
1.本次国际竞赛中经评审委员会评定的前六名的参赛单位，将获得竞赛组织主办单位支付的竞赛奖金，非前六名参赛单位不另设方案补偿金，本次竞赛所涉及奖金均为税前金额。
Only the top-six ranking participants determined by the evaluation committee will be awarded by the competition organizer. The other participants will not be awarded with compensation. The prizes involved in this competition are all pre-tax amounts.
