今年2月28日，欧洲电影中心CAMERIMAGE电影节（European Film Center CAMERIMAGE，以下简称ECFC）和波兰建筑师协会（SARP）宣布在波兰托伦（Toruń）举办欧洲电影中心CAMERIMAGE大楼建筑概念国际竞赛。Camerimage是世界上最大的专注于电影摄影和摄影师的电影节，始于1993年。从2007年开始，Camerimage 更名为Plus Camerimage。主要奖项包括：金蛙、银蛙、铜蛙，颁给主竞赛单元的最佳摄影的前三名。最近一届的金蛙奖得主正是目前大热的影片《无依之地》的摄影师乔舒亚·詹姆斯·理查德斯。
计划于2021-2025年建成的ECFC大楼是继波兰历史博物馆（Polish History Museum）之后波兰文化领域第二大建设投资项目。建设成本为6亿兹罗提（约合人民币10.3亿元），其中4亿兹罗提来自中央政府在长期发展计划中提供的资金，2亿兹罗提来自托伦市的财政预算。
主办方希望通过本次竞赛让参与设计师呈现出一个现代的、非同寻常的设计作品，能够体现设计师不受约束的想象力，就像电影艺术那样难以捉摸和栩栩如生。设计的建筑物及其发展应以高水平的审美意识满足用户的期望。从设计范围、奖项和投资价值的吸引力来考虑，主办方希望吸引来自世界各地的知名的建筑工作室参加这次设计比赛。此外，主办方还计划举办一个参赛作品的赛后展览，向广大观众展示建筑师的想法。
本次比赛分为有限的两个阶段进行，面向国际建筑师界的征集。其结果计划于2021年7月底公布。评审团将根据统一的标准对提交的作品进行评估，例如作品功能性、建筑表达方面、建筑方案的吸引力、功能和使用效率以及ECFC大楼空间质量等等。

竞赛内容
根据主办方的设想，ECFC大楼及其开发应包括以下主要功能：
庆典中心（Festival center）——大礼堂设有单独的房间，包括具有独特展览功能的门厅、前台、售票处和其它设施；
集市（Market）——专门用于电影产品和技术展览的空间；
影厅（The House of Cinema）：博物馆/美术馆——专门展示电影艺术（同时也是设计）的展览厅；
影厅（The House of Cinema）：电影放映厅——3个不同大小的放映厅；
教育中心（Education center）——专门用于电影教育、培训、研讨会、电影艺术、技术和技术展示的空间；
工作室（Studio）——专门用于电影制作的空间（录音棚、衣柜、后期制作——编辑室等）；
地下车库（Underground garage）——1层和2层（可选），其可行性应作为设计的一部分进行研究；
ECFC大楼前的宏伟宽敞广场。
除了这些基本空间外，建筑还必须包括其组成部分：门厅、咖啡厅、酒吧、餐厅、衣帽间、前台、ECFC行政管理、VIP区、会议室、带新闻中心的媒体区、主题电影商店和博物馆、便利室、档案馆、储藏室、卫生间、技术室、通道和其他设施。更多要求详见官网。
