参赛资格/Eligibility

1.申请人应为合法注册的法人实体;

2.申请人应具有承担建筑设计项目的相关资格及能力:
The Applicant shall have the relevant qualifications and abilities to undertake the architectural design works:
2.1注册在中华人民共和国境内的申请人应具备中华人民共和国住房和城乡建设部核准的建筑行业(建筑工程)设计甲级及以上资质或建筑设计事务所甲级资质;
The Applicant with business license registered inside the People's Republic of China shall have Grade A architecture design qualification certified by the Ministry of housing and urban rural development of the people's Republic of China.
2.2注册在中华人民共和国境外的申请人须依本国或本地区的规定具备建筑设计的执业许可或经营许可。港澳台地区申请人的资格要求参照境外申请人资格要求的规定;
The Applicant registered outside the People's Republic of China shall have a practice license or business license for architectural design in accordance with the national or local administrative regulations. Such requirements are adapted to Applicants in Hong Kong, Macao and Taiwan.
2.3申请人应有类似项目的建筑设计经验。
Applicants shall have architectural design experience in similar projects.
3.本项目不接受联合体申请。
Consortium application is not accepted.

报名费用/Entry Fee

奖赏/Prize

1.方案征集费/Solicitation Fee
征集人将向递交了完整和有效的《应征文件》的应征人支付方案征集费。每个地块每个方案的征集费为人民币80万元。
For each block the Sponsor will pay a solicitation fee of RMB 0.8M to each Participant who submitted complete and valid PROPOSAL for each blocks. PROPOSAL
2.当应征人出现下列情况时,征集人不予支付方案征集费:
Under the following circumstances the Sponsor is entitled to refuse to pay the solicitation fee:
2.1应征人未按规定时间递交完整的《应征文件》;
PROPOSAL is not submitted on time and completely;
2.2应征人递交的《应征文件》被专家评审委员会认定为未对《征集文件》的要求作出实质性的响应;
PROPOSAL is judged by the scheme evaluation committee not substantially responding to the requirements of the solicitation documents;
2.3方案征集期间,应征人的资格条件发生变化,不能达到上述第六条规定的资格要求,被征集人取消应征人资格。
During the period of solicitation, the qualification conditions of the Participant have changed and cannot meet the requirements of the above Article 6 Eligibility and Qualifications Requirements.
3.奖金/ Bonus
3.1每个地块各设置3个优胜方案奖,每个优胜方案的奖金为人民币40万元;
For each block, a bonus of RMB0.4M will be awarded to each Participant whose scheme is recommended as one of the three potential winning schemes.
3.2每个地块的中选方案将另外获得奖金人民币60万元。中选方案的应征人应配合征集人向政府主管部门进行方案汇报,并根据主管部门及方案评审专家的意见对中选方案进行优化。优化工作仅限于概念方案深度。
For each block, a bonus of RMB0.6M will be additionally awarded to the Participant whose scheme is the final winning scheme. The final winner of each block shall cooperate with the Sponsor to report the scheme to the governmental authorities and optimize the scheme according to the opinions of the governmental authorities and scheme evaluation committee. The optimization work is limited to the depth of the conceptual scheme.
4.深化设计咨询费/ Further Consultation Fee
每个地块的概念方案中选人将根据征集人的委托,对概念方案进行深化,提供建筑方案设计咨询或建筑初步设计咨询服务。深化设计咨询费由应征人自行报价,是《应征文件》的组成部分。深化设计咨询费的报价将被作为方案评审的考虑因素之一。
The final winner of each block will provide further design consultation such as architectural scheme design consulting or architectural design development consulting services according to the entrustment of the Sponsor. The further consultation fee is quoted by the Participant, which is an integral part of the PROPOSAL. The quotation of further consultation fee will be considered as one of the factors for scheme evaluation.

成都金融城投资发展有限责任公司作为征集人(下称“征集人”)委托上海国际招标有限公司作为征集代理(下称“征集代理”),组织“成都交子公园金融商务区22#、12#地块建筑概念方案国际征集”活动,面向全球公开邀请具有相关设计经验的设计机构前来申请应征,递交资格预审《申请文件》。申请人可以申请参加一个地块或两个地块的资格预审。征集人将通过本次资格预审,为每个地块各择优选取6位应征人参加征集活动。《征集文件》(含《设计任务书》)仅提供给入围的应征人。两个地块的优胜方案和中选方案可以来自同一个应征人或者不同的应征人。
CHENGDU FINANCIAL CITY INVESTMENT&DEVELOPMENT CO.,LTD. (hereinafter referred to as the Sponsor) and Shanghai International Tendering Co. Ltd. (hereinafter referred to as the Solicitation Agency) are now jointly soliciting proposals for Architectural Conceptual Scheme of Block 22# & 12# in Chengdu Jiaozi Park Financial and Business Zone. We publicly invite design institutions worldwide with related design experience to participate and submit the APPLICATION DOCUMENTS for Prequalification. Applicants can apply prequalification for one or both two blocks. Six Participants will be selected through prequalification to participate in the solicitation activities for each block. The SOLICITATION DOCUMENTS (including the Design Program Document) will only be provided to the selected Participants. The potential and final winning schemes for two blocks may come from same or different Participants.

一、征集背景/The Background of Solicitation
为落实国家战略,助力建设国家西部金融中心,加快融入“成渝双城经济圈”战略,提升交子公园金融商务区形象,征集人拟全力打造以人为本、体现国际先进理念、金融总部特质、绿色、智能的地标项目,特向全球优秀设计机构征集交子公园金融商务区22#、12#地块的建筑概念设计方案,引入国际标准世界眼光的规划建设理念,精细化、高标准完成建筑设计方案,打造具备鲜明的识别性和影响力的金融行业地标建筑”
In order to implement the national strategy, help to build the national western financial center, accelerate the integration into the two cities economic circle of Chengdu and Chongqing and enhance the image of Jiaozi Park Financial and Business Zone, the Sponsor intends to make every effort to build a people-oriented green intelligent landmark reflecting international advanced concept and financial headquarters character by soliciting PROPOSAL for Architectural Conceptual Scheme of Chengdu Jiaozi Park Financial and Business Zone Block 22# & 12#..

二、征集程序/The Procedures of Solicitation
1.资格预审/ Prequalification
征集人将组建资格预审评审委员会,对按时递交了资格预审《申请文件》的应征申请人进行审查和评审,为每个地块各择优选取6位应征人参加征集活动。两个地块的应征人可以是相同或不同的申请人。
The Sponsor will set up a prequalification evaluation committee to examine and evaluate the APPLICATION DOCUMENTS for Prequalification. Six Participants will be selected through prequalification to participate in the solicitation activities for each block. Participants of the two blocks may be the same Applicants or different Applicants.
2.概念方案评审/Conceptual scheme Evaluation
征集人将组建方案评审专家评审委员会,对应征的概念方案及其它相关内容进行综合评比,针对每个地块各评选出3个优胜方案。
The Sponsor will set up a scheme evaluation committee to comprehensively evaluate the conceptual schemes and recommends three potential winning schemes for each block.
3.中选方案的确定/Final Winner
征集人在向相关主管单位和部门汇报了专家评审结果,并征询了相关主管单位和部门的意见后,在每个地块的3个优胜方案中各确定1个中选方案。
After reporting the scheme evaluation result to the governmental authorities and consulting with such authorities, the Sponsor will determine one of the three potential winning schemes as the final winning scheme for each block.
4.深化设计咨询/Further Design Consultation
每个地块概念方案中选的应征人将根据征集人的委托,对该地块的概念方案进行深化,提供建筑方案设计咨询或建筑初步设计咨询服务。深化设计咨询费由应征人自行报价,是《应征文件》的组成部分。深化设计咨询费的报价将被作为方案评审的考虑因素之一。

七、《资格预审文件》的获取/Obtaining of PREQUALIFICATION DOCUMENTS
申请人应在上海国际招标有限公司网站(www.shabidding.com)上进行供应商注册并下载《资格预审文件》。已经注册过的申请人可使用已有的供应商登录名和密码登录后,进入本公告页面,点击右上角“领购”按钮下载《资格预审文件》。
The applicant can download the PREQUALIFICATION DOCUMENTSs on the website of Shanghai International Tendering Co., Ltd. (www.shabidding.com). Applicant who already had a registered account can log in with the existing login name and password to enter the announcement page and click the "领购" button in the upper right corner of the announcement page to download the PREQUALIFICATION DOCUMENTS.

八、资格预审《申请文件》的递交/ Submission of APPLICATION DOCUMENTS for Prequalification
申请人就每个地块单独编制《申请文件》。资格预审《申请文件》以电子文件形式通过电子邮件递交。递交截止时间为2021年1月15日下午17时(北京时间)。电子文件包括全套正本《申请文件》的扫描件(PDF格式)和word格式文件。《申请文件》通过电子邮件发送给征集代理的下述收件人:

十一、其它条款/Other Terms
1.知识产权/ Intellectual Property Rights
1.1应征人拥有设计方案的著作权。征集人与中选方案的应征人签署了深化设计咨询合同后,征集人可以使用应征人递交的概念方案设计成果。如果征集人未能与中选的应征人签署深化设计咨询合同,未经应征人书面同意,征集人不得擅自使用应征人的概念方案设计成果。
The Participant owns the copyright of the design scheme. After further design consultation contract is signed between the Sponsor and the Participant, the Sponsor can use the conceptual scheme of the Participant. If the Sponsor fails to sign the further design consultation contract with the Participant, the Sponsor shall not use the Participant’s conceptual scheme without the written consent of the Participant.
1.2征集人可对应征人递交的设计成果进行印刷、出版和展览,可通过传播媒介、专业杂志、书刊或其他形式对设计方案进行评价、展示和宣传,但应注明应征人的名称。在征得征集人书面同意后,应征人可通过传播媒介、专业杂志、书刊或其他形式评价、展示其设计方案的相关内容。
The Sponsor may print, publish and display the design results submitted by the Participants, and may evaluate, display and publicize the design scheme through the media, professional magazines, books or other forms, but the name of the Participants shall be indicated. With the written consent of the Sponsor, the Participants can evaluate and display the relevant contents of the design scheme through the media, professional magazines, books or other forms.
1.3应征人应保证递交的设计方案在中国境内或境外没有且不会侵犯任何其他人的知识产权(包括但不限于著作权、专利权)或专有技术或商业秘密。应征人应保证,如果其设计方案使用或包含任何其他人的知识产权或专有技术或商业秘密,应征人已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。
Participantshall ensure that the submitted Design PROPOSAL has not infringed upon and will not infringe upon IPR (including but not limited to copyright and patents) or proprietary technologies or trade secrets of others within or outside the People’s Republic of China. Participant shall guarantee that if his Design PROPOSAL uses or includes IPR or proprietary technologies or trade secrets of others, Participant shall have already obtained legitimate, valid and sufficient authorization from the right holders. Participant shall take all liabilities arising from infringement by the Participant upon IPR or proprietary technologies or trade secrets of others.
1.4在征集过程中征集人提供的设计基础资料(包括设计图纸、设计资料等)的知识产权属征集人及相关设计单位所有。应征人仅可以将上述文件用于编制《应征文件》之目的。未经征集人书面许可,应征人不得将上述文件用于其他工程设计或其他目的,也不得将上述文件泄露给任何第三方。
The IPRs of the basic design information (including design drawings, design materials, etc.) provided by the Sponsor during the solicitation process belong to the Sponsor and related design organizations. Participants can only use the documents aforementioned for the purpose of designing and compiling the PROPOSAL. Without written consent from the Sponsor, Participants shall not use the documents aforementioned for other engineering designs or other purposes, and shall not disclose the documents aforementioned to any third Party.
1.5本次征集的设计深度为建筑概念方案设计。本次征集涉及的建设工程的方案设计、初步设计和施工图设计将按照《中华人民共和国招标投标法》的规定通过公开招标确定设计单位。
The depth of solicitation is architectural conceptual scheme。The scheme design, preliminary design and construction drawing design of the construction projects involved in this solicitation will be determined through public bidding in accordance with the provisions of the bidding law of the People’s Republic of China.
2.适用法律/ Governing Laws
本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。
The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.
3.语言/ Languages
《资格预审文件》使用中文和英文书写。在中、英文两种语言的意思表达不一致时,以中文为准。资格预审《申请文件》、与征集人和征集代理之间的往来函电和文件均应使用中文书写。申请人随《申请文件》提供的证明文件和印刷品可以使用另一种语言,但必须附以中文译本。
The language used in the Prequalification Documents shall be Chinese and English. In the event of any discrepancy between Chinese and English, Chinese shall prevail. APPLICATION DOCUMENTS for Prequalification and the correspondence and documents related to this solicitation between Participants and the Sponsor shall all be drafted in Chinese. Another language can be used for the proof documents and printed materials that Participants provide along with the APPLICATION DOCUMENTS, but the version with Chinese translation shall be attached thereto.
4.解释权
本次征集活动及相关文件的最终解释权归征集人。
The final right of interpretation of the solicitation and related documents is held by the Sponsor.
